"Approved" is the full award of every project active that year, so a multi-year project counts in each year it runs. "Spent" is what went out during that year.

The 50 states hold — in CMP balances, equal to — of one year of RHTP funding (—). In — states, the CMP balance is 10% or more of the state's RHTP allocation.
RHTP figures come from the team's RHTP tracker (FY 2026 allocations CMS announced in Dec 2025), copied Oct 10, 2026. Awards appear only where the tracker has a real figure; most states still show a placeholder. The two programs fund different things, so this shows how idle CMP money is, not money that can move between them. Against all five RHTP years, each share would be about a fifth as large. DC has no RHTP allocation and is left out.

Comparing saved copies of the CMS download from 2019 to today: the CY 2018 report was reissued in a new format in 2020, CY 2019, 2020 and 2021 were each revised later, and CY 2022 and 2023 were revised again in May 2026. Only the Wayback Machine keeps the earlier versions, so the tracker should record which version each number came from.
The CY 2024 report is dated September 2025. There is no CY 2025 report yet, so for current activity we need state sites, not CMS.
The 2016 and 2017 reports tag each project (training, quality of life, quality of care and so on). From 2018 on there is only a free-text summary, so questions like "which states fund wound-care training" mean tagging projects ourselves.
CMS posts balances as of Jan 1, 2025 and nothing earlier. Each state's annual plan reports its balance, so older balances have to come from state plans, one state at a time.
In the CY 2024 report, South Carolina's summary lines are labeled as North Carolina. Minnesota (2022) and Texas (2023, 2024) list one or two more projects than the count they state. I kept the projects as listed and flagged the counts.
CMS guidance rules out research, salaries of existing nursing home staff, capital improvements, refreshments and items that duplicate CMS requirements, and expects letters of support from participating nursing homes. Per-state allowable uses still need to come from state pages.
The CY 2024 report notes CMPRP revisions announced on 9/29/2025 (QSO-25-26-NH). I haven't reviewed it yet; it may change caps and rules for current cycles.
